Procedure
The applicants shall prove the knowledge and skills required in the job description, provide information for the assessment of the objective criteria and file corresponding documents in a timely manner. They have no legal entitlement to admission to the municipal service or employment in the advertised post; they will not be granted a party status.
The municipal authority (the supporting body of the municipal associations) shall collect applications received during the application period and examine whether the applicants fulfil the requirements set forth in the job description. Applications received late shall be returned to the applicants with reference to the failure to observe the deadline.
Subsequently, the municipal authority (the supporting body of the municipal association) shall examine the applications regarding admission criteria and submit to the HR committee a reasoned draft of an admission or staffing proposal.
The HR committee shall check the admission or staffing proposal and prepare a reasoned admission or staffing proposal for the competent body. The municipality’s body responsible for the personnel decision is not bound by the HR committee’s admission or staffing proposal. However, requests for a decision deviating from the proposal of the HR committee shall be justified.
Thereafter, the competent body of the municipality in principle decides on the admission.

In state and municipal (association) service, the following personnel decisions are taken based on objective criteria in any case:
- admission of persons for limited or unlimited deployment as contract employees;
- staffing of vacant posts for public officials;
- staffing of leading functions;
